COMPLY WITH THE SLA OR FACE TERMINATION’ – PREMIER MOKGOSI WARNS SCHOLAR TRANSPORT OPERATORS

Mahikeng: North West Premier Lazarus Kagiso Mokgosi has urged learner transport
operators to ensure that their buses undergo roadworthiness inspections every six months
to remain compliant with the Service Level Agreement (SLA).

Speaking during the 2026 State of the Province Address at the North West Provincial
Legislature, Premier Mokgosi reiterated that operators who fail to comply with mandatory
vehicle inspections risk having their contracts terminated.

“As part of improving scholar transport, government will continue to conduct vehicle
inspections every six months. This is to ensure that buses used for learner transport
remain in a good state of repair and that operators comply with their Service Level
Agreements,” said Premier Mokgosi.

He further indicated that a Scholar Transport Panel has been appointed, and service
providers will be engaged where necessary to address instances of non-compliance.
Over the past two years, since the appointment of the current contracts, more than 100
operators have been terminated across the province for various Service Level Agreement
violations. These include inconsistent service delivery, route abandonment, operating
unroadworthy vehicles, and any form of recklessness that compromises learner safety.

Premier Mokgosi added that regular coordination meetings, chaired by the Heads of the
Departments of Community Safety and Transport Management and the Department of
Education, are held to ensure the smooth operation of learner transport services without
disrupting teaching and learning. He emphasised that traffic law enforcement officers will
continue daily monitoring to ensure that scholar transport vehicles remain roadworthy.
Government continues to provide subsidised learner transport to disadvantaged learners
who travel between five and seven kilometres to access the nearest appropriate school.
