The Department of Public Work and Roads (North West) has terminated one of the nine private security contracts it entered into for misrepresentation.
The Lady Boss Security Services, was recommended for appointment to provide guarding services in the sub district of Molopo (Mahikeng) in the district of Ngaka Modiri Molema.
The company has been informed in writing by the department of their termination, with effect from Friday this week (July 30).
The Sibasa-based company, Limpopo, was red-flagged during thorough security checks conducted on bid documents of all the above companies after their provisional appointment by the department.
An anomaly was flagged during the process, with regard to the directorship status of The Lady Boss Security Services, while checked against the audit trail of the company’s profile.
Following the finding, the department afforded the company an opportunity to rebut the development, but no substantive information was forthcoming from the company to challenge the finding.
It was at this point, the department took a decision terminate the contract, citing misrepresentation.
The thorough scrutiny of all nine appointable companies, was engaged by the department in spite of them having been allowed to take their respective sites in the four districts of the province from July 01.
The outcome, in respect of The Lady Boss Security has put on ice the validity of their appointment for a three-year contract totalling R22.432,780.80 million.
The department has begun the process of finding a replacement for the Lady Boss Security in line with government prescripts of Supply Chain Management.
``This may sound regrettable but it is a correct move for the department for the sake of transparency and fairness,’’ said Administrator on the department, Molate Moremi.
Moremi said the move should not come as ``a surprise, or viewed as harsh’;
``All the nine bidders for provision of guarding services were informed in writing, that their provisional appointments would be subjected to a vetting process, and should results come back negative, the contracts will we be terminated with immediate effect,’’ he said.
The process leading to the recommendation for the appointment of the companies mentioned further below, drew unprecedented interest, with wave after wave of alleged non-compliance, dishonesty and bias against the province-based security companies.
In Mahikeng, security personnel now retrenched when new companies took over, staged a pickets demanding to be reinstated.
All the nine companies were appointed on a three-year-contract, to render guarding services in the districts of Ngaka Modiri Molema, Bojanala, Dr Ruth Segomotsi Mompati and Head Office (Mahikeng) for a combined contract value totalling more than R214 million.
Eight companies were recommended for appointment by bid adjudication committees of districts while the ninth company, was recommended for appointment by Head Office-based bid adjudication committee.
