The North West Provincial Growth and Development Strategy gives focus and direction for the whole province and its entire people over the next ten years. It is not only a government strategy, but comprehensively addresses the formulation of a common vision, goals and objectives of what should be achieved, and the policy and strategy of how government and its social partners should go about in making things happen. The Strategy establishes the foundation blocks from where the medium term Programme of Action is negotiated in partnership with a variety of role players and stakeholders in the province and forms the benchmark from where progress and achievements are monitored and evaluated. The formulation of the strategy is guided by the national and provincial ten-year review of what the first ten years of democratic governance produced and the policy thrusts identified for the next ten years. These issues were incorporated in the Manifesto of the ruling party in the 2004 and debates about the developmental role that all three spheres of government in harmonization with each other must perform.
